with npm@v6, npm pack/npm publish does not kill its node.js processes

What I Wanted to Do

I was trying to call npm commands from shelljs and I was expecting that they would run as smoothly as with the previous npm version (npm@v5)

What Happened Instead

It takes almost 4 minutes to run each command.

Reproduction Steps

Within a powershell window:
