watercooler channel access changes

Hey y’all. I’ve moved #community:watercooler to be accessible to trust-level@>=1 users in preparation for the big influx of users we’re about to get when npm/npm is officially archived/locked.

This is a fairly low bar for participation: entering 5 topics, reading through 30 posts, and spending ~10 minutes reading, total. The nice thing it does is prevent spam accounts or off-the-cuff spur-of-the-moment accounts from suddenly starting to post or participate in community stuff before doing some basic settling in and understanding.

I’m still new to playing around with trust level stuff in Discourse, so I’m interested in how this goes, but I have high hopes of it being a positive things. We might play around with trust levels for other categories in the future, too.
