update semver guidance to match official guide

https://docs.npmjs.com/getting-started/semantic-versioning#semver-for-publishers currently states patch versions are used for “bug fixes, other minor changes”. The official guidelines specifically state:

Patch version Z (x.y.Z | x > 0) MUST be incremented if only backwards compatible bug fixes are introduced. A bug fix is defined as an internal change that fixes incorrect behavior.

so “minor changes” should be a minor release, not a patch.

The current documentation is encouraging simply incrementing patch versions, which is incorrect
