Resolve issue of needing third party tool to properly upgrade npm on Windows

Continuing the discussion from Installing/upgrading npm:

Given that the above statement has been the recommended way of upgrading npm on Windows for many years, wouldn’t it be better to integrate a similar method directly into the npm-cli tool when using the standard npm i -g npm@latest command? It seems odd that the “issues with the node.js installer” haven’t been resolved for years, especially since the “preferred way” to install npm is using the node.js installer. It just seems odd to rely on a third party tool (however great it may be) as the “official” way to handle npm on the Windows platform.
