How do I get a package name that I notice is parked by someone who clearly isn’t using it?

From npm’s package dispute policy:

It is against npm’s Terms of Use to publish a package, register a user name or an organization name simply for the purposes of reserving it for future use. If a package matches our criteria for squatting we will transfer it to another user who asks for it; this is immediate and does not follow the 4-week process outlined for normal transfer requests above.

Please email support@npmjs.com and they’ll go through the package dispute policy. If they consider the package parked, odds are it’ll be transferred to you.

Not sure if a package is parked? Download the tarball and make sure there’s no actual code in it, using $ npm pack <pkg> && tar xvzf ./<pkg>.tgz to extract its contents.
