NPM running on CMD is not respecting .npmrc

What I Wanted to Do

Run npm install and use .npmrc registry configuration.

What Happened Instead

The command runs successfully, but it does not respect .npmrc registry configuration and it also updates package-lock.json registry properties.

Reproduction Steps

  1. Open a CMD window
    2 Run npm install

Details

We use JFrog as private registry and set it on .npmrc.

It is working fine using git-bash instead CMD.

Windows 7 64bits

$ npm --versions

$ node -p process.platform
8.11.3

this is a bit thin on details, such as where you’re trying to put your .npmrc, how you’re determining that it’s the npmrc itself that isn’t working, etc. Can you provide a more complete/thorough/isolated set of repro steps?
