npm fails to install Cypress

What I Wanted to Do

Install cypress (https://docs.cypress.io/guides/getting-started/installing-cypress.html#npm-install)

Reproduction Steps:

(Windows 10 Enterprise, x64)

npm install cypress --save-dev

What Happened:

npm ERR! cb() never called!

This is likely fixed in one of the latest few npm releases. Run npm i -g npm to get it. You can also update by downloading the “current” release on https://nodejs.org/en/, though that does trail a few versions behind. (Ie, v12, not v10.)
