New version warning points changelog to wrong url

What I Wanted to Do

NPM warned me there was a new version of NPM available, so I wanted to check the changelog by visiting the link announced which points to https://github.com/npm/npm/releases/tag/v6.4.0 which points to a non existing page.

What Happened Instead

The link lead me to a 404 page.

Reproduction Steps

I used npm to run my defined scripts by npm run my-script

This has been fixed in v6.2.0, so updating should solve it. The correct URL in this case is https://github.com/npm/cli/releases/tag/v6.4.0.
