Global Packages are not recognized after the update

What I Wanted to Do

I try to call vue, electron, nodemon and webpack commands.

What Happened Instead

‘electron’ is not recognized as an internal or external command,
operable program or batch file.

‘vue’ is not recognized as an internal or external command,
operable program or batch file.

‘nodemon’ is not recognized as an internal or external command,
operable program or batch file.

‘webpack’ is not recognized as an internal or external command,
operable program or batch file.

Reproduction Steps

I have no idea for reproduction.

Details

I try to call vue command and give the error. I try other commands and I get same error. When I call npm command on console. It works. Before the update, I dont have any issue about it. I check %User%\AppData\Roaming\npm and I can see packages do exist. And I added npm path to windows path, but it did not solve the problem. Actually if I can call npm, it can not be path issue, If it does, I can not call npm command too.

I was add npm path to os path, but again it could not find commands, after restart the computer, my problem is solved.
